The emergency response, coordinated by the Humanitarian Aid Unit, is composed by multi-sectorial interventions comprising of WASH, EiE, CVA, Food Security, Protection, and others. We operate also in protracted crisis with provision of humanitarian aid through a prevention, emergency relief and rehabilitation approach. In the last 4 years we have strengthened the regions and the countries where we have been working, we have created new programs, developed new quality and compliance systems and now we need new people who want to join us to build the world we want in the coming years. Position: Regional Finance Manager North and West Africa

Location: Tunis with frequent missions to Libya, Benin, Burkina Faso and Mali

Working context

The WeWorld North and West Africa (NWA) covers five countries (Tunisia, Libya, Benin, Burkina Faso and Mali) and counts 101 dedicated colleagues.

We have been working in the NWA Region since 1985, ensuring strong commitment in the Humanitarian, Development, and Peace Nexus approach looking at complementarities and linking emergency relief, development, and peacebuilding as well as coordination between actors with the aim to build long term resilience.

All programs of the countries in the region are aiming to achieve the objectives of the WeWorld Global Theory of change and the three-years country strategies.

 

Purpose of the Role

The Regional Finance Manager provides regional leadership and manages the financial resources of the organization, ensuring accountability and coordinating regional budgeting processes.

The Regional Finance Manager monitors the status of resource management at regional level and identifies possible issues that may threaten the integrity of resource management. He/she provides advice to headquarters on matters affecting sound financial management at the regional level. He/she advises regional management on the effective operational use of financial resources.

 

Main Tasks and Responsibilities

Capacity Development

· Participate in improving the capabilities and skills of the National Finance Staff through frequent support missions.

· Monitor and contribute to streamlining the organizational charts of the Financial Office in each country.

Budgeting

· Collaborate in the preparation of project budgets, national coordination budgets and their follow-up.

· Verify the availability of resources necessary to cover expatriate and non-program staff and provide the Head of Regional Unit with the necessary support for a comprehensive analysis.

· Collaborate in tracking the resources needed to cover basic expenses in each country (e.g., local staff, office rental, car rental, etc.).

Financial Planning

· Evaluate and approve financial planning received from countries.

· Collaborate in defining the Organization financial plan, providing information on financial plans (expenses and income) at the regional and national levels.

· Collaborate with the Head of Regional Unit to share standard formats and planning procedures.

Accounting

· Collaborate and advise countries on regular and daily accounting practices.

· Provide advice on proper document filing systems.

· Verify the status of country accounts and be responsible for their approval in order to consolidate quarterly and annual financial statements.

Financial Reporting

· Monitor financial reporting deadlines.

· Provide support to countries in preparing financial reports.

· Ensure compliance with donor requirements and internal rules.

· Collaborate in sharing best practices and relevant information related to financial reports.

Audit Process

· Ensure the proper execution of expenditure verification and external project audits.

· Provide support to countries for the proper execution of annual accounting audits required by local authorities.

 

Job Specifications

 

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

· An advanced university degree or equivalent in the field of Economics, Political Science or related fields, or equivalent

· Knowledge of main donors’ policies and procedures (ECHO, UN Agencies, EU, Italian Cooperation)

· Fluent in French and English

· Excellent computer skills including full working knowledge MS Office and Internet

 

Professional experience

· At least 5 years of relevant work experience in a finance/accounting role in the NGO sector

 

Skills and Abilities

· Accountancy skills

· Problem-solver approach with demonstrated resourcefulness in setting priorities and creating efficiencies

· Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues

· Ability to perform under stress conditions

· Strong commitment to the Mission of WeWorld, genuine interest for international cooperation development topics

· Demonstrates integrity by modelling the NGO values and ethical standards; displays cultural, gender, religion, race, nationality and age sensitivity and adaptability

 

DESIRABLE REQUIREMENTS

· Previous experiences at HQ or Regional level would be considered an asset

· Previous experience on the field, in Humanitarian or Development projects, would be considered an asset

· Fluency in Italian considered an asset

 

WHAT WE OFFER

Type of contract: a first 6 (six) month collaboration contract subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Line Manager upon arrival on assignment); a second collaboration contract of 6 (six) months renewable, following the positive evaluation of the first months of contract

Economic conditions to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex and hardship based on place of work; housing, schooling, flights for children and insurance coverage for children)

Annual leave: 2,5 days/month (working days)

Flight ticket: one return flight

Health insurance: covered
